Yes you should be seeing a jet of fuel when the throttle is moved.  The fuel
would come from movement of the accelerator pump.  Does it try to start;
such as backfire, spit and sputter?  Be sure the choke is closing, Be sure
your timed off number 8 cylinder, try disconnecting the hose that enters the
carburator from the fuel pump to see that the fuel pump is working.
There's a few of the simpler ideas,
