Tom,

Using off-peak power always sounds like aa great idea but the power
consumption is so high for transportation that even a small switch would
really effect power generation.

Do any of you electric car enthusiasts want a new generating station or
coal mine in your back yard??????  NIMBY (not in my back yard) is usually
what all the battery car folks want.

This whole discussion is irrelevant since it is such a bad idea that even
the CA CARB can't make it happen.  Some things just need to die.
