David,
   I can't speak to the 800 urethan bushings, but the Scout II bushings
have the flange, but the sleave is long enough, for the most part. (It
is short by one flange width) When you tighten the shackles down on the
SII you just tighten them till they are snug, maybe 25ft-lbs. The bolt
wants to turn in the sleave, if you make the shackle bolts to tight the
shackle won't flex right, it will be to stiff.
