I've seen three scouts with symptoms like this (but not all exactly the
same) and all were indicative of poor grounds on the front marker
lights (the ones below the headlights on the grill).  This is a
notorious eletrical problem area on these vehicles.  Not a guaranteed
diagnosis, but worth looking at.

I would be interested in hearing about the painless wiring harnesses
though -- do they come with new connectors to mate up to bulbs and
bulkhead connectors?  Do they come numbered like the original IHC?
Price, availability, quality, success / horror stories?

Speaking of electrical problems, anybody elses' Scout blow the fuse for
the taillights when you turn the brightness up on the dashboard lights?
 I have mine turned all the way down now to keep from getting pulled
over for no taillights, and it gets dark inside at night! (Hence my
interest in the painless harnesses... too much electrical tape and
crimp connectors in my wiring already)
