Tom,
 A 150 is a 150 - call it half-ton, heavy-half, or whatever (you know the
whole story about increased GVW in '75 to get around the catalytic 
converter requirement). And I can confirm that my Travelall 150 has the 
8-bolt spindles.

They're using Clintonspeak. They're limiting the definition 'road' to 
mean something that is maintained by mechanical means (road graders, 
etc.) i.e. improved roads. They've coined the term 'way' to mean a 
road that is only maintained by the people who pass along it - i.e. all 
of the trails we enjoy using. So they'll claim they're not closing any 
'roads', but we could still be out of luck!
