My guess would be that IH designed the Scouts for more of the agricultural
crowd(read: slow speeds not much highway cruising), so the manual steering
issue that Tom brought up comes into play.  Then it became an issue of
cheaper to stay the same than to change the axles from Dana.  Later on more
and more people started using Scouts on the highways at higher speeds, so it
became an issue to correct with the 1980 model years.
Just my best guess on the subject.
