   The entire turn signal switch in the column is replaced to fix the
non-turn-off-syndrome. Any SLL vendor has them, about $35.
   The gas gauge problem is a number of little things. First, dirty
ground and pick-up contact. drop the tank and clean the two wires up.
Second, the constant voltage regulator is bad, replace it.
   The lights for oil and fuel and on the same circuit. Just pull the
gauges and replace the bulbs. It is possible the bulb sockets you have
are broke and don't make good contact. You can buy these sockets from
some auto stores.
