   That is the 'Heat Riser' and you should have one on at least your
Scout. It blocks the exaust off when the truck is cold and surkulates it
through the manifold to help warm the engine up. When the spring gets
warm it opens up opening the valve. There should be a plate of metal
like a throttle plate on that 'axle'. It isn't 'really' important to
have one when you live in SD or SF, but if you lived where it gets cold
once in a while you would notice.
