Not according the IH parts manual I have.

A TF727 equipped Scout with the 196 uses flex plate part number 476808-C2,
whereas the V8 engines use flex plate number 424008-C3.  The 196 apparently
has 8 bolts holding the flex plate to the crank, whereas the V8 engines have 9
bolts.  The torque convertors are different too.
