I don't know anything about the IH pickups, but have experienced similar
problems with my' 79 Scout. After a lot of time with a test light, I found
that the horn relay was the culprit. It is located on the steering column
under the dash. You can jumper across it if you have on to see if it is the
problem. I've not had anymore starting problems since I replaced the relay,
and I have a stock system.

Also, does your pickup have a starter switch mounted on the column? This is
the switch that is connected to the key switch by a rod, and is actuated
when you turn the key. Had to replace this switch on my '73.
