  Ever look at the underside of a NASCAR racer?  Very smooth, 
for max speed, and to promote downforce from the air fllowing under.
Most new OTR trucks--serious air dams, ground effects on the sides, etc.
Air flowing under the truck is a factor at highway speeds.  Also the 
reason lifted 4x tend to take a fuel economy hit (compared to unlifted).  
So maybe theory #1, about the axle being closer, isn't impossible.
Perhaps you should apply some modern aerodynamics to the 
slower truck and see if it gets better performance.
