I think you're right. My understanding is that each piston, wrist pin,
connecting rod, etc. is brought down to the lowest common denomonater.
Then, the crank is rotationaly balanced, like tires/wheels, and the
harmonic balancer and/or flywheel is used along with it if it is an
externaly balanced crank like the IH. Then, the whole mess is assembled
into the block.
