Don't know if its better, but I had this prob with a motorcycle tank before.
I drained as much fluid as I could out, let it dry, and filled it up with pea
gravel.  I strapped to a loader and rotated a few times over several days and
it came out free of rust.  Then I used air to blow dust and such out, filtered
through about 1 gal of gas to clean it up some more, and that was it. I would
guess if you don't have something to vibrate it around for you you could do it
by hand but it would take a while.
