Because they are side MARKER lights, not turn signals.  Yes, it was a
1980's thing, along with a 1970's, 1990's, and coming soon, a 21st
century thing.   :-)   I haven't read the federal regs about side
markers, but I'd expect that blinking markers wouldn't qualify.

Check out most any car.  Many of today's side markers are integral with
the tail or parking lamps, but they don't blink.  Some may have turn
signals visible from the side, but these are separate from the markers.
