Hey, I know this one... kind of. The horn relay (1980 Scout II) is on
the left inner fender beside the master cyl. It's a silver metal box tab
mounted to the inner fender and has the connector on the bottom. Mine's
rusted solid inside (ie lack of much inner fender material) and for
inspection I rigged a Bosch relay into the setup.

As for the flasher relays there's one on or near the fuse panel and one
squirreled away behind the gauges in the dash. Can't remember which one
is which though. Have to defer to someone's first hand knowledge of the
relays.
