Steve,
   Couldn't you just unwind the spool, and rewind the spool so that the
cable is wound feeding from the bottom? I mean whoever wound the cable
before you got it must have pulled all the cable out of the spool, then
used forward winch to rewind the spool. Do you know what I mean?
