72 T'all is it a sprung over stock?

Howdy friends & neighbours,
	OK actually I have 2 questions. I have a 72 1210 T'all which sits 
awfully high (well actually it's not awful I kinda like it). I bought it 
and noticed it was sprung over. I'm curious if this a stock setup.
	Second question I also noticed on one of my recent trips under 
the truck there are blocks between the axles and leafs. Is this 
stock. A good friend of mine who's a mechanic said his early 
sixties Dodge Powerwagon 200 custom had blocks when he 
bought it and always believed they were stock. After noticing the 
blocks I also noticed the wheels sit about 1"-2" forward in the 
wheel wells. These are not a dire need to know questions but w/ all 
the threads about lifts lately I'm really kind of curious.
