The outflow from the water pump exceeds the ability of the radiator to
drain at idle. With the thermostat open or only with the bypass.
The reason this changes when you accelerate the engine? Because now the
water pumps "suction side" is strong enough to better draw the coolant
from the lower radiator? Hence, it is now a complete circuit and not
dependant on gravity at all. Hmmmmm... Maybe this is like perpetual
motion - impossible.
O.K. Maybe when you accelerate the engine, the coolant begins to route
differnetly. Yeah, that's it!
