Remember, there is an additional job for the ballast resistor.  You
actually have a 9 volt coil.  You run the current through the resistor so
you don't fry the coil with excess current. 

For starting, the current bypasses the resistor to allow max current to
the coil even when the batt voltage is down (winter).
