'67 Travelall bid

A museum is soliciting bids for some old vehicles and I am going to put in a bid
on this one. I haven't seen it and heard that it doesn't run. If you were going
to enter a bid sight-unseen, how much would you offer? I may get an opportunity
to view the vehicle, if so, is there anything in particular to look for as far
as the desireability factor goes?
