Jeremy:

It's the flexible joint in the steering shaft, between the firewall and
the steering box. I believe the correct term is "steering shaft coupler"
but, because it commonly has a fabric "donut" as the coupling, we call
it a "rag joint". It allows flexibility in the steering shaft. Some
applications have a u-joint instead.
