Jon,

If I understand your question correctly, you want to know where you should
set your idle mixture needles prior to beginning the tuning procedure for
your carb?

If so, a good rule of thumb is to screw in both of the idle mixture screws
clockwise until *gently* seated.  Then unscrew them equally 1-1/2 turns.
This will allow the engine to start and run.

To tune the carb at idle, initially set the idle rpm to spec (eg. 700 rpm).
Then slowly unscrew one screw, while closely watching an accurate rpm
gauge, until the highest rpm is attained... unscrew no more than that
highest rpm.  If needed, readjust the idle rpm to spec.  Now unscrew the
opposite mixture screw until the highest rpm is attained... and no higher.
If needed, again reset the idle rpm to spec.  Now, carefully screw in one
mixture screw until a 20 rpm drop is observed on the tachometer.  This may
be difficult or impossible if your using a cheapie tachometer.  Adjust the
other screw in until you observe an additional 20 rpm drop (for a total of
40 rpm between both idle mixture screws).  This is the idle "lean-drop"
method for reducing emissions.  Readjust the idle rpm as needed and your
done.
