Luke, 
My advice would be to BUY IT!!!  I bought my '66 800 almost a year ago
(gods, has it been that long since I joined the IH family) for $300.  I
have since spent another $170 on two different parts trucks.  I wish I had
some pics out there for you to look at.  It was horrendous.  The paint
mainly.  Has a lot of rust on the bottoms of the panels.  Needs new
floorboards, tub, etc.  
I would jump at one with a very good body like you describe for $200.  My
guess is that it is the old gas that is causing it to not start.  And from
what Devin has told me there should be a T-handle to manually switch the
gas tanks.  All that toggle switch does is to switch which gas tank the
fuel gauge is reading from.  (Anybody more knowledgeable can jump in any
time now!) But I would definately buy it.  RH drives are not that common,
so that helps make it more worth it too.
