The intake manifold must be air tight, period.  If there's a hole other 
than the fittings for carb, manifold vaccum, etc.  plug it..  In any case 
I've never heard of a hole in the bottom.  A drain makes no sense.

I'd clean the outside till it shines.  Then wash with laquer thinner or 
acetone and then plug with plastic body filler.  Better yet find a welder 
and have it brazed shut.  Should be cheaper than a new manifold. Oh yeah 
plug it with something resistant to gasoline.

This may sound silly but "DURO" has a line of products at the local True
Value hardware which might be usefull.  I've used them to seal up the
tanks on antique kerosene lanterns which I have, it works with even very
poor cleaning of the tank.  They have some which are resistant to
gasoline.  I'd try this before buying a new manifold.
