Ran across these products that are used by some of the antique tractor

GEMPLER'S Rust Remover

Save hassle and expense removing rust
 when restoring equipment, tools,
 hardware or engine parts

New-technology, heavy-duty Rust Remover restores any rusty iron or steel
surface without the hassles of sanding and grinding. It
also eliminates the dangers of using harsh, caustic acids to remove rust.
Simple, easy-to-use formula is completely water soluble, biodegradable,
odorless and nonflammable.

The first step is to brush away loose rust and remove oil and dirt. Then,
place items in an open container, tub or tank (do not use a galvanized
container) and pour in enough rust remover to completely immerse the item.
Rust Remover can be brushed onto surfaces, but soaking is more effective.

Allow item to soak until derusting is complete; 30 minutes to several hours
or days, depending on severity of rust.

To speed derusting, heat the solution to around 170°F (but not to boiling),
brush away loose rust sludge every 20 or 30 minutes. If corrosion is
extremely heavy, overnight soaking may be required. Rinse derusted item
thoroughly with tap water and dry. If surface will not be painted, lightly
oil the surface to keep it free of rust. Rust remover
may be used over and over to derust several items until its strength is
depleted.
     Two-year shelf life.
