Put a dial indicator on the disc on the end of the axle (which holds the
wheel mounting studs) and see if the dial indicator shows the wobble. I
don't know whats considered allowable but I'd bet it isn't much. You
will have to carefully sand off the rust to be able to make the
measurement.
If it does, Bad news! You have just described a bent axle. Easy to fix,
just pop in a new axle. Did this to a Toyota GT by sliding it against a
curb on ice.
