This just refers to the position of the blower, schematically speaking.
Same info applies for turbo's, belt driven, or electric driven.
If the blower draws in air directly from the air cleaner and pressurizes a
box containing the carb, then it is blow-thru. The draw thru offers
better throttle response as the blower pressurizes the carb box even when
you have the throttle closed.
If the blower draws air thru the carb and then directly into the
manifold, it is draw-thru.
Draw thru is usually simpler and takes less space. It also offers the
advantage that the blower will mix the air/fuel before the engine gets
it. Sort of like running it thru a mix-master.
With port fuel injection you always get blow-thru.
