Carb spacer

Anybody know the specifics of fashioning a carbuerator spacer? I'm interested
in doing this for my '65 Scout 80, in the hope that I can boost power at
least noticeably. I like horsepower, but I'm afraid that the boost may come
at the wrong rpm's. Anybody know how to do it so that you boost low end
torque as well as horsepower?
