administrivia: some features of the new server

1) new archives, check out

/ihc/archive/

we don't have the wizvax era archives moved there yet, but they'll
be coming along.

2) return of individual message format

yes, you can now subscribe to ihc instead of ihc-digest and get every
message as it arrives.
