     Did the problem suddenly appear or did it evolved gradually higher over time?
     If the idle is constantly at the high speed, then start simple and check for a vacuum leak somewhere in the 19 year old underhood plumbing.  Its likely that's the problem.
     You might also want to remove the Idle Control Valve and clean it out of possible sludge with a good dose of Brakleen.
     Lastly, if the spark timing is way over-advanced, that could make the idle speed too high.
     There is a dumb little valve on the firewall which the vacuum line to the distributor goes through.  Run the vacuum directly to the distributor to bypass any chance of that valve behaving erratically.

     If the idle lunges up and down, then its likely the problem is a bad idle control _Unit. That is located above the access panel at the top of the glovebox.  Its next to the ECU.

my 84 318i  idles around 1500 rmp.  I turned the idle screw down in the idle 
sensor, and it didn't seem to do any good.  any suggestions?  thanks,  ej
