You can't really compare the Bilstein PSS9 and Koni/HR combo, since the 
Bilstein is a fully height adjustable coilover system with adjustable 
dampers, whereas the Koni is a fixed height system, with adjustable damping 
on the shocks.

H&R sells a coilover system for the E36.  However, the dampers are not 
adjustable.  It would be comparable to the Bilstein PSS.

FWIW, Koni also sells a coilover system with adjustable spring perches.  I 
don't know the price on it, but it's probably comparable to the Bilstein 
PSS9.  Which is to say, around $1200 or so.  The H&R system is in the same 
range.

If you compare Bilstein Sports to Koni Sports, the prices are close, and the 
difference is that Koni provides adjustable rebound damping.

I know one person who has the PSS9 system on an E36 325i, and he really 
likes it.  Like you, his driving is 90%+ street, and he said the Bilstein 
system was perfect.  Of course, he also uses his car as s showcase for mods 
that he can do in his shop, so price is not as important for him.
