Paint Issues

I have two Brilliant Red cars, one of which is very bad about water spotting
if left wet.  I live west of the acid rain areas of the U.S., keep the car
waxed (Meguire's) and yet still get the nasty looking "bleached-out" spots
primarily on the hood.

The only thing I have found that will remove most of them is rubbing
compound.  Obviously this is a very short term solution as there is only so
much paint to rub away.

Any ideas, help?
