I've found two penetrating oils that really work: Kroil www.kanolabs.com/
and P'Blaster http://www.pbblaster.com/store/moreinfo.cfm?Product_ID=1.

Wirebrush the offending part first, apply and wait. 24 hours is not too long
to wait. Give the nut another shot of oil every few hours.

You may not want to invest 24 hours on a 50 cent fastener. In these cases I
reach for my trusty air tool or Dremel with the abrasive cut-off wheel.
