Not exactly.
Anyone, including yourself and your local independent, can bleed the brakes
with or without ASC-T.
What the dealer can do that you can not is activate the ABS pump to release
old fluid from the ABS system while bleeding the brakes. However, you can
still get most of the old brake fluid out without activating ABS. Which is
exactly what most Club Racers do anyway.

Anything from a right foot to a pressure bleeder. Very few if any
independents will have the factory tools to activate ABS pumps on all the
types of cars they service. Same goes for the tools to bleed the old
automatic transmission fluid out of a bimmer.
