Slicks and chips

Alright here's what I need advice on, I'm an avid autocrosser and my street
tires don't like this too much, so I want some steel wheels and slicks for my
'95 M3, price wise does anyone what slicks and wheels would cost?
On another Issue my E34 M5 could use a bit more kick, so I want to add a TMS
chip boosting power 39hp, will this power increase decrease fuel consumption
heavily or will it only be minor or the same?
