'95 M3 failed emissions

Have a buddy with a '95 M3 Automatic that failed emissions in IL. I was
hoping if somebody could clue me in on where to start. Here are the readings
from the test:
CO: 8.0
Composite: 15.0
CO2: 415.5
HC: 1.23
The car has 75,XXX miles. A tune-up has not been performed yet, but that is
where I am going to start just because it is needed. What else should I
check for or perform?
