You don't need to remove that bolt, just remove the 6 bolts
that hold the pulley to the crank, that thing comes off just
pry it a bit, the timing belt will slip over the balancer.
Let me know if you have any more questions as I've done it many
times now.

I have been replacing the water pump and timeing belt but can't get the 22
m/m bolt off holding the crankshaft on. I have tried to wedge something in
the path of the teeth of the crankshaft but I can't do that and try and
break the bolt free. Tomorrow I am going to see if I can get a pipe wrench
that will open far enough to grab the teeth. Anyother suggestions? I have
sprayed this with PB Blaster and tried to turn the wrench holding the
crankshaft as still as possible. After I break the bolt free can I turn it
back to the correct 0 degree setting if it slips a little? I don't know if
it is keyed or not.
