E36 really high Idle

When it gets REALLY (sub zero) cold outside my 93 318is sometimes acts
like it has a stuck throttle cable. If I push in the clutch, it will
sometimes rev up to 5000 rpm. But, one time I managed to pull over, pop
the hood, and push on the throttle linkage. The throttle plate was fully
closed. I have 97k on the car. Is this a symptom of an Idle Control
valve needing replacement? Air leaking past the Idle Valve due to rubber
hose not sealing in sub zero weather?? Anyone with experience here - I
would appreciate help. Also, I managed to finish replacing both seat
heating elements in the drivers side seat. Both had little black melted
burn marks where they had shorted out. So, if yours don't work, don't be
afraid to replace them. Also, Also, I fixed my streaking windshield
wipers. I've replaced the blade inserts many times, and it never seemed
to fix the problem. I finally got P.O.'ed any replaced the whole damn
carrier thing that attaches to the arm and Bam! Crystal Clear vision.
The old one didn't feel like any of the joints were binding, but don't be
fooled.
