Temp warning

What is the factory purpose for the alarm that goes off on my car and the outside temp light coming on when
it is 37 degrees outside?  Is this to warn
of possible black ice or something?  Anyone know for sure?  Surely it is not a fluke as it has now come on 3
times in a row.  Thanks.
