administrivia: upgrade to mailing list software

i have just installed a script named "demime" the purpose of which, 
amazingly enough, is to strip all the mime from messages before sending 
them on to the digest.

all attachments are removed. all html formatted postings are converted to 
plain text. all rich text format "winmail.dat" files are discarded. this is 
all done silently.

"demiming" is done before the message is resent to anyone, whether they are 
reading in the digest or in individual posting format.

it should make the environment a great deal nicer, especially to the new 
readers who are also novice internet users, who as such aren't familiar 
with all the niceties of internet mail etiquette.
