Xenon Headlight Focus

On my new 2001 330Ci I have Xenon headlights. This is the first time
I have had Xenon and I must say that for the distance they cover,
it's almost like daylight.
But my question is, how far should they cover? There are roads around
here 40-55mph that have a lot of oncoming traffic so I can't drive
with my highbeams on, however on low beams I feel like I am "over
driving" my headlights. (For those that don't know, this means that
your speed is too high to have enough time between seeing an oncoming
obstacle and reacting to it.)
I understand Xenon's can be too bright to other drives so focus is
important, but I would think that low beams could handle up to
55mph... am I wrong? The headlights seem to be focused and light the
road consistently, it just doesn't seem to light as far as I guess my
old car must have, otherwise I don't think it would bother me as
much. Is this something I have to get used to or is this something I
should have checked out?
