administrivia: lifting the 7 bit restriction

the "7 bit" ascii restriction has existed on the digest for several years. 
there are some specific reasons why imposed it but it has created ongoing 
problems with international character sets, as such postings are 
automatically kicked out.

the recent change in yahoo signatures brought matters to a head. i have 
lifted the 7 bit restriction for the time being, and we'll see how it works 
out. if i start getting a flood of email in the ladmin box because of 7 bit 
bounces, i may reimpose it.
