Bil,

The switch down with the power window switches disables the passanger
and rear window switches.  It's a child safety switch.

The one by the steering wheel is a power window interrupt switch.  Its
like a breaker switch for the power windows.  I'd just check if all the
power windows stopped working.  It pops out a little when tripped.
