Don't ask me where to look, but it sounds like the idle jet is blocked. It
only really uses the circuit at idle (Although it can affect top end
performance sometimes) but it sounds very possbile.
On some newer old VW (Super beetles actually) there was a electromagnetic
cutoff to stop run on after switching off the ignition - perhaps your car
has one of these also, which is a somehow faulty.
