<E36> white gunk on dipstick

I have a 96 328i with 47K miles on it. Yesterday when I checked my oil, I
noticed some whit gunk collecting on the top of the plastic oil level piece
at the end of the dipstick. Is this water in my oil? I had a BMW oil service
done about 3K miles ago. I haven't noticed any loss of coolant and my car is
running fine. I do make a lot of short trips (<3 miles) driving to and from
work. Could this be causing it?

Any thoughts or advice would be appreciated,
