<e30> HELP failed CA Smog Check: RPM's Too high

Went to smog the car today and it failed "Ignition Timing: This vehicle
failed the Ignition Timing Check due to engine RPM being out of tolerance."
 Everthing else passed just fine.  The mechanic there said it was running
about 1800? RPM at idle insead of 800.  As i recall the car always idled
high, but didn't pose a problem at previous inspections.  Ideas here?
