low beam headlight

My low beam headlight went out during the big snowstorm we
had here in Durham, North Carolina. I replaced the fuse,
I replaced the headlamp itself, and it still did not work.
Next I replaced the low beam fuse panel relay. The right 
low beam headlight still did not come on. If I turn the 
high beam switch on, all 4 headlamps come on. Turn it back
to low beam and only the left headlamp is on.

what is my next step?
