Goof-off's active ingredient is xylol (xylene).  The solvent 
penetrates the vinyl and changes its physical properties, 
temporarily causing wrinkles.  The vinyl reassumes its original 
shape when the solvent totally leaves the vinyl.  This takes several 
hours and good ventillation.  Cooling the surface of the vinyl causes 
it to contract, but it will relax again, as soon as it warms back up. 
Just be patient when using xylol, and the wrinkling will go away.
