Turtle Wax makes a "gum and tar" remover that is sold in auto parts stores

Basically, you need adhesive/gum/tar solvent that is OK for use on automotive 
finishes. Many brands are available at your auto parts store.

Once finished, you should soap wash and dry the area, and apply a good oils 
based liquid wax to refresh the paint in that area. Zymol creme waxes are 
good for this
