The file was created by someone using a proprietary VCR format called 
VIDS:VCR1. Here is a link I tried to use with NT4/sp4 (failing install) 
http://www.driverguide.com/uploads/uploads2/1211.html It's a codec 
driver that is needed but it never loads properly, even with editing 
the required files and such. If you can get it to work, that would be 
cool, but I can't.
